Why is governance so important?
We believe Orca brings unique value to the ecosystem in a variety of ways, including:

However, Orca will not be able to provide this value if it does not evolve to adapt to the needs of a changing ecosystem.
Governance is the answer to this question: how to get a decentralized community to coordinate around a common goal to (1) share ideas and (2) incentivize alignment (rewarding contributors who actually implement those ideas).
In other words, governance ensures the longevity of Orca. We hope that Orca will continue to provide its unique value in the future, which requires incentivizing contributors outside the core team to dedicate their time and wisdom to the development of the protocol. It's a lot of work, but we believe it's possible with trial, error, and some human-centered design.

Why do we start with V0?
In preparation for launching governance on Orca, we conducted extensive user research with key players and designers of existing governance systems. The result is clear: no one has found the perfect way to organize a DAO.
Nor can we claim to have all the answers. What we expect, however, is that Orca's governance will continue to evolve as a result of real-world learnings. By deploying the simplest form of governance, we aim to start this learning process as quickly as possible: V0 is a drop-in deployment of Solana Labs' open-source governance UI Realms. Longer term, we plan to use this experience to build a custom governance platform based on the open source SPL governance smart contract.

how it works
Got an idea? From atforums.orca.soThe Orca Governance Forum started sharing. After soliciting feedback from the community, any token holder with at least 100,000 ORCA will be able to formally propose changes to the ORCA protocol on the V0 site at governance.orca.so.
After that, there will be a 7-day period in which every ORCA token holder can vote. 1 ORCA = 1 vote. If there are at least 500,000 "yes" votes, the proposal will pass and the core team will do their best to implement the changes.
